Description

Describes the purpose and practices of the House of Refuge, a reformatory established in Philadelphia in 1826, to house and educate homeless children and young people charged with petty crimes. Children admitted to the House of Refuge were taught to read and write, instructed in their moral and religious obligations, put to work and, in most cases, eventually apprenticed to citizens willing to teach them a trade.
